A "performance order" or "order of payment" is a judicial decision that is made in a timely manner without the need for regular hearings or the attendance of the defendant.
The court makes the decision whenever it sees that written evidence proves that the defendant has debt due to the plaintiff and is not making the payment.
For bounced cheques, you can make an order to pay at ease, as it is written evidence that proves that the defendant has to pay you a certain sum of money.
As for "oral petitions", we did not understand exactly what is it as this term could be translated incorrectly.
