Yes, it can be used but if you are Muslim and make it in the UAE court, it will be the same.

You need to apply in the personal status court with 2 witnesses.

Yes, and you need to attest it in Pakistan, then in the UEA ministry of Foreign Affairs, and get it translated into Arabic.

I assume that there are many heirs in the succession certificate and, therefore, I recommend that one of the heirs gets POA from the rest authorizing him/her to act on their behalf.

POA, if it shall be issued in Pakistan, it should follow the same attestation process and it is better to get them both attested in one time to save time.
