How to hire employees outside the UAE while the entity is in Dubai?

We have an entity in Dubai Freezone. If we want to hire employees outside the UAE, for example in India or in London, any other location outside the UAE, how do we hire them?
I've heard of RemotePass which helps to make contracts for contractors outside the UAE. Is this the solution to hire people outside the UAE legally with only an entity in Dubai?

First, we need to know exactly what type of company it is.
If it is a manpower-providing company, if any other entity is established in any other country, we need to review the laws of the country which allows freelancers to work, or you have to make an agreement of appointing a consultant if your company does consultancy.
Then you have the right to have an agreement with consultants outside the UAE who can be hired in UAE accordingly.
So you can be brought in UAE in case of requirement or you can have a branch office on that country and hire employees in that country, then they can work in Dubai.
When they come to Dubai, you just need to provide work visas for them.
