On which grounds are they requesting you to pay AED 3000 for the cancellation? Did you have any loans taken from them?

If they are requesting such money just for your visa's cancellation, this is totally against the law, especially if you do have an unlimited contract and you should not pay any compensation for early termination.

On another note, it is also illegal to hold someone's passport besides applying for a residency visa or cancelling the residency visa.

If you owe them any money, they should proceed with legal action against you and not withhold your passport.

You should request the employer to issue an official letter, signed and stamped by them, explaining the reason for which he keeps your passport.

If the employer refuses to issue such a letter, it would be highly advisable to contact a lawyer to assist you with a police complaint.
