Do you have to bear visa expenses if you leave job before it's stamped?

I got a job offer in one medical center as I am a registered nurse when I was in India. So I travelled to Dubai on a 3-month visit visa; the company asked me to take a 3-month visit visa.
Immediately after my arrival in Dubai, I called my company & I have submitted all the documents which are necessary for the visa process. the company activated my license before I arrived in Dubai but I found there were no updates regarding visas.
Then I found a new job offer. I informed my present company that I wanted to move from here as I got a new job. Initially, they agreed to that.
When I asked them to cancel my license from their company they said I need to refund for them my visa, which they have started already. but I have not signed any labour contract other than an offer letter.
They are not willing to cancel my license. I am still on a visit visa. My visa is near to expire, and before that, I need to join a new company but my license got hanged with the previous company.
