First, you have to call for an agenda for a board meeting and, as per Corporate Commercial Law, 15 days notice is required to call for a Board Meeting and then pass a Board Resolution stating that it is a resolution to remove this partner.

In case a majority's decision does not happen and after board resolution, he has to come to the Economic Department to sign if the company is inside Dubai.

However, if it's a free zone company, he has to go to the concerned free zone authority to sign or he can go to any Notary to sign.

However, if he refuses to do that, then you have to file a case in the court and request the Judge to remove him as a Partner after submitting all the documentation as per Corporate Commercial Law stating that a board meeting was called and a resolution was passed.

On basis of that, you can file for it.
