Waiving the fines for visit visa overstay due to financial difficulties

My mom came to the UAE on a visit visa. Her visa is issued from Abu Dhabi. Now, she overstayed by over a year and the amount of fines is huge and accumulating.

I don't have this amount to pay to legalize her status and let her leave the UAE when the lockdown is over.

Is there a way to waive all the penalties and not only reducing them due to severe financial difficulties?

Hello.

Generally, you can visit the humanitarian department of the General Directorate of Foreign Affairs and Residency.

You can explain your case to them. And, your financial difficulties.

They may ask you to present evidence to that effect. They can decide on how much of the fines to waive if any at all.
