Liability of a doctor for medical malpractice after resignation
In case the incident occurred while the doctor was employed and the verdict from the health authority and the civil court comes after the doctor has resigned from the hospital, who pays for the compensation; the insurance provider or the doctor?

I hope you are asking about medical malpractice, always remember that defaulter has to pay and this is a general rule.
In your case, if the doctor has been found guilty of negligence, then he has to pay but, if he has insurance for that then the insurance company will pay.
A doctor’s resignation or exit from the UAE will not affect.
