هل تؤثر قضية الهروب المرفوعة في الإمارات على دخول قطر؟

If the absconding case has been filed in the UAE and right now he is working in another GCC country, this will not affect him unless he comes back to the UAE.

In case he comes back to UAE, he will be caught in the immigration and sent to a police station.
