Claiming money lent to a person without a proof

I have given money to a person in Dubai (AED 29500 plus), and now he is not repaying me. His WhatsApp is working but he said on WhatsApp that he is not in Dubai.

Can I get my money back?

Kindly be noted that we need to know whether you have any proof that you have paid him that amount or not.

And if so, you can file a lawsuit to obligate that person to pay you back the borrowed money.
