I understand your position that you are not getting a PCC even after submitting all the documents via the Dubai Police Website. There can be two reasons for the delay:

1- Incomplete documents as per the police: Even though you've sent all your documents to the authorities, there might be some shortcoming in the documents.

2- Pending Criminal Case/ Execution in Civil Proceedings: You may have pending police or civil case execution against you in the UAE.

Did you have any bank or personal issues while you were staying in the UAE? This is just a possibility.

There are further two ways of going about this-

1- Do a complete police inspection of records through a lawyer or a friend in the UAE to understand if there are any issues through cases against you.

2- Give a Power of Attorney to a lawyer or a friend in the UAE to personally obtain your Police Clearance Letter from Police headquarters.
