Dear Questioner,

You may pay the fine immediately and request a clearance certificate.

Time taken for obtaining the clearance certificate depends upon the emirate. Within 2-3 days you will get it anyways.

Once you get clearance from the court, you will have to remove the blacklisting against your name from the concerned police station as well.
