Can't get an NOC from my old employer. How should I proceed with the new visa?

My former employer put me on abscond, and I applied for amnesty. I obtained an outpass. However, due to unavoidable circumstances, I didn't travel.
Now I got a job, and my new company is trying to process a visa. Even after paying fines and trying to clear my abscond, they still need an NOC from my former employer, which I am not able to obtain.
What can I do?

Go to MOHRE (Tawjeeh) or GDRFA Office in Person. You do not always need an NOC if you can prove that you did not actually abscond (i.e. you were available and willing to work or leave).
The employer filed a false absconding report (which is sadly common in disputes). At the GDRFA (General Directorate of Residency and Foreigners Affairs) or Tawjeeh center, you can request to dispute the absconding case, show proof of the amnesty/outpass approval, and explain why you couldn’t exit (bring any supporting documentation if possible).
If MOHRE or GDRFA accepts your explanation, they can lift the absconding status without an NOC. This has been done in many cases.
