Can a delivery rider injured on duty get financial assistance for emergency hospital bills?
Hello sir,
Today, my friend fell off his bike and fractured his left leg while on duty as a bike delivery boy. He is currently admitted to NMC Royal Hospital in DIP1, and the hospital bill for first aid is 8345 dirhams.
We cannot afford such a large amount. Please help us, lawyers. Insurance coverage is not applicable for emergencies.
Dear Sir/Madam,
I am deeply sorry to hear about your friend's unfortunate accident and the financial burden it has caused.
While the situation is challenging, several avenues in the UAE may assist in covering medical expenses or offering legal support.
Please find below a detailed outline of possible steps you can take:
1. Financial Assistance for Medical Bills:
a. Dubai Health Authority (DHA) – Musaada Programme:
The DHA offers financial aid to patients unable to afford medical expenses through its Musaada programme. You may apply for assistance by submitting the following documents:
- Patient's Emirates ID and passport copy,
- Valid UAE visa copy,
- Medical report from the hospital, and
- Bank statements for the last three months.
Applications can be submitted at DHA community service offices.
b. Charitable Organizations and Foundations:
- Al Jalila Foundation (A’awen Programme): This foundation provides financial support for medical treatments. You can apply directly through their website or contact them for guidance.
- Other Charities: Local organizations such as Dar Al Ber Society, Beit Al Khair, and Emirates Red Crescent may also assist in covering medical expenses.
c. Payment Plans with Hospitals:
Many hospitals in the UAE, including NMC Royal Hospital, offer flexible payment plans or discounts for patients facing financial difficulties. It would be advisable to contact the hospital's billing department to discuss these options.
2. Legal Assistance:
Given that your friend’s accident occurred during work hours, there may be legal avenues to explore regarding employer responsibility or compensation:
- Free Legal Consultations: Dubai Courts’ "Shoor" programme and the Abu Dhabi Judicial Department (ADJD) provide free legal advice and assistance for needy individuals.
- Labour Law Review: Consult with a lawyer specializing in UAE labour law to determine if your friend is entitled to compensation from his employer under the circumstances of the accident.
3. Additional Recommendations:
- Insurance Clarification: While you mentioned that insurance does not cover emergencies, it may still be worth reviewing the policy details with the insurer or employer to confirm this exclusion, as some policies do provide partial coverage for emergency cases.
- Community Support: Reach out to local community groups or associations that may have resources or connections to assist in such situations.
I hope this information helps you navigate this difficult time and secure the necessary support for your friend’s recovery.
Should you require further guidance or assistance, please do not hesitate to contact any of the mentioned organizations or legal aid services.
I wish your friend a speedy recovery.
Best regards,
ABDUL WAHIED
