How to process professional license verification if HR does not provide my experience certificate?

My HR is not providing me with an experience certificate, despite my having requested it twice.
I went to the ministry to obtain one, but DataFlow requires it from the clinic where I am employed.
This is seriously delaying my verification for a professional license. What can I do?
