Can I file a complaint if my employer refuses to issue an experience letter?

Dear Sir,

Can I file a complaint in Dubai if my employer is not providing an experience letter, even though I have completed my 2-year contract along with a 1-month notice?

He subjected me to mental pressure during my tenure, and I had to work overtime without overtime wages for two years.

I did not complain because I was afraid of losing my job.
