How to let the employer cancel my visa after proper resignation and finishing my notice period?

I have resigned from the company and finished my notice period of 30 days.

The employer is not willing to sign the clearance paper which is needed for the HR dept to cancel my visa.

I have got another job and I need this visa to be canceled immediately or I'll lose that job as well.
