Can my brother travel outside the country if he filed a case against assault?

My brother is the victim of 2 attackers.

We filed the case and the case is in court but while we're waiting for the next hearing/process, his health is getting worse.

So is it possible for him to travel outside Dubai back to his home country while the case is pending?
