Can the victims’ families claim blood money from the insurance company of an intoxicated driver?

A man was driving a vehicle under the influence of alcohol in Dubai and made a sudden overtake, causing a motorbike rider to lose control and hit a streetlight, resulting in the deaths of both the rider and the passenger.
The driver fled the scene and has now been sentenced to 1 year in jail and ordered to pay blood money of 200K per person by the court.
Can this blood money be claimed from the driver’s insurance company, as he had third-party insurance, or does the insurance not hold liability under the law when the driver is proven to be under the influence of alcohol?
What other options are available to the driver?
