What can I do If my employer is not providing me with the Emirates ID and health insurance?

I've been working in a private company for about a year now, and my boss is not getting my ID because it has a fine, since he made the wrong procedure for my visa.
When I am sick, it's too hard for me because I don't have an ID and I don't have insurance. And if I'm sick and can't go to work he is deducting from my salary 50 per day and the remaining salary is only 1500.
Please it's really hard for me, I need your help.
