If the seller has signed the transfer documents without the transfer tax being paid, they have committed tax fraud.
The buyer's agency is also at fault for encouraging the seller to commit tax fraud.
If you are the seller in this situation, you should contact the RERA immediately to report the tax fraud.
The RERA will investigate the matter and take appropriate action against the buyer and their agency.
