How to waive UAE overstay fine for brother imprisoned for driving without license?

I need legal advice!
I am from Pakistan. My brother was on a visit to the UAE for 2 months. During his stay, he was arrested by authorities for driving without a license. The authorities fined him for driving without a license.
His visit visa has expired. Now he is in prison and overstaying for more than a month. We are paying a fine of approximately 50 AED per day for each month, according to UAE law.
So the question is, how can we get rid of this fine, which is 1,500 AED per month?
This is an unbearable amount for us.
Please guide me in a legal way.

There are two solutions in this case. The first is for your brother to appoint a person to act on his behalf to stop the overstaying fine because he is imprisoned.
The second is to stop paying, and after your brother is released from prison, he will submit a request for an exemption from the fees.
When both solutions come out to you, you can choose the one that is best for you.
