My brother had a small case of drinking and was placed in jail. Can he get police clearance?

My brother had a small case of drinking and was placed in jail in Abu Dhabi for maybe just a week or so. This was about 8-9 years back.

Will this affect his police clearance letter now which he has requested and is still waiting for it?
