How to get a PCC after a drunk driving case and paying a fine?

Three years ago, my friend was involved in a drunk driving case that resulted in damage to three parked cars.
He settled the case by paying a fine. However, when he recently applied for a PCC, the status was canceled.
Why did this happen?
And what can he do to pass the PCC?

The refusal is not a final refusal, but rather a “delayed refusal”.
In the end, the issue is resolved, and the same person may not be known to the operating agencies of the Ministry of Interior.
If you obtained a certificate of rehabilitation from the court, you can file a grievance and apply for the certificate again.
