Can the bank freeze my end-of-service benefits even if I did not miss any payment?

Well, the company transferred my EOS to the bank. The bank blocked the money because I have a personal loan.

The thing is that the loan is with (X) bank and the EOS transfer was done with (Y) bank.

As per the bank, I will be informed after verification if the money can be released.

I want to know if (Y) bank can block my money if my loan is with (X) bank.

And if yes, how can I release the money? Can someone be my guarantor?
