Why are there court fees on appeal?

Dear sir/madam,

Why is there a 2.5% court fee on appeal?

Also if I appeal within 3 days, do I have to pay this extra? Can I open the case in 3 days and then submit the additional documents in 30 days?

Can I also change the amount to below 100,000 in the appeal?
