Can the employee request an arrest of company owner or director in labor execution?

I have filed a labor case against my employer almost 1 and a half years ago, they are extremely shameless people they didn't pay my final settlement.

I'm in the final stage where the employee can apply for an arrest warrant against the manager as per the trade license.

I have applied 2 times for an arrest warrant but the court is rejecting my request without giving any reason.

If this is my right, then what can be the reason for these 2 rejections?

Please help me with any solution.
