Primarily you alone can check whether you are blacklisted by visiting the Residency Department personally, or unless you give a power of attorney and retain an advocate.

It is also possible through a Certificate of Good Conduct which you can apply online. This service is provided by Online, Enhanced Offline, Traditional Offline i.e. Post.
