Entrusting children with an adult due to a business travel

Is it legal for both parents to travel out of the UAE and leave their children aged 9 and 10 in the UAE with another adult?

The parents know well about their children and definitely concern about their children's security. They must have left the children with trusted people.

My friend wants to travel to the UK with her husband for a meeting.

I simply want to know whether leaving the children in the UAE with a trusted adult could be viewed by the UAE courts as illegal, as that is what she has been told.

Children can be left with the trusted adults but shall not be allowed to travel outside UAE.
