Obtaining a license for airport car rental from mainland authorities

I want to set up a car rental company at the airport in Dubai. The cars will be based there, but then drive around wherever the people will drive.

So, it could be mainland Dubai or other emirates. How do I set up in compliance with the laws?

You need to register your company in Dubai, and you need to obtain licenses from different authorities including RTA for conducting the operations of the business.

Moreover, your mainland will be the Emirate of Dubai.

Can I conduct business in mainland if I have the company registered in the free zone?

I mean that the cars I rent out will be driving in mainland and other places.
