Can the school refuse to give the teacher NOC to do private tutoring?
Hello,
I am a teacher, working full-time with a school in Abu Dhabi.
I have students and I do tutoring, now, tutors must obtain a tutor permit from MOHRE and MOE. However, an NOC is needed from the employer/sponsor.
I emailed HR and being unhelpful they refused to give me an NOC knowing very well that I oblige to the conditions and do not tutor my own students or any student from the same school and my work is during my own personal time.
Any advice? Is this within my right to get the NOC?

There's no clear legal right to an NOC for private tutoring specifically.
However, UAE Labour Law allows employees to engage in other professions during their free time, as long as it doesn't conflict with their primary duties.
Explain your willingness to School management to comply with all regulations, including not tutoring your own students or anyone from the school.
If not remedied then try filing a complaint in MOHRE, however, it is the discretion of the MOHRE to decide.

Yes, after working on your own time, you have the right to work on your own account.
You can file a complaint with the Ministry of Human Resources to obtain a work permit or no objection after official working hours, as they have no right to prevent you from working in your free time.
