Global procreative tourism marketplace: Legality for Dubai-based companies

Dear Sir/Madam,

Can a Dubai-based company legally offer a marketplace (website) for procreative tourism, such as in vitro fertilization and surrogacy, where fertility clinics and agencies from different countries can list themselves for visitors from around the world?

The Dubai company would connect patients and clinics globally and charge a fee from clinics, either per lead or as a revenue share.

Dear Questioner,

There is no surrogacy law in the UAE. The UAE government does not allow any alternative rental contract or operation in the UAE.

These agreements or the process can be treated as a criminal offense against UAE law.

Yes, but the service is not intended to be offered in the UAE or to UAE residents; it's sort of a Google search engine for fertility treatments.

So, for example, a user from the USA would be connected to a clinic in Georgia. The Dubai company would be an intermediary connecting them, charging the Georgian clinic a fee.
