Good Morning,
If you are in possession of a cheque, yes. Your first step is to go to the police if the cheque bounces, and then proceed to file a civil case.
If it is not a cheque, you can try sending a Legal Notice from your attorney through the Notary Public, and if the person does not comply then you will have to file a civil case against them.
Basically, in any scenario, your only choice is to sue the person in court. If I know some more details such as what proof you have and what kind of transaction they owe you the money for, and the amount owed I may be able to provide you with more help.
