How to clear a civil case in court after receiving a clearance letter from the plaintiff

I had a civil case in 2018, I have paid all the money including the court fees as mentioned by the court. Now the court is not giving me clearance for the case or returning my passport.

My request was also rejected. The opposing party who filed the case left Dubai. I have got a notary public letter from India made by the opposing party that they received all the money and legally transferred it to Dubai.

I need help to get clearance and receive my passport which was held for this case.
