Right of the bank to hold EOSB against credit card debts

Dear Questioner,

The bank has the full right to hold your EOSB payment to clear any outstanding debt, be it a loan or credit card or whatever else.

You will have to communicate with the bank to settle the outstanding credit card bill and close the card before you will be able to have access to the balance amount.
