Necessary approvals to import drone or its parts
If I am to build a drone by importing its parts such as brushless motors, etc, would I need a permit/license for testing it within the premises of my home?
How about outside?

You will need a specific approval to import and use the drone. If it's for personal use, it needs approval as well.
