Entry into the UAE after the ban period is over

Greetings.
My Name is S. I want to ask a query about my brother's visit visa.
My brother came in 2007 from India on a visit visa but he did work without employment visa. After that, he left to India as per the UAE Law which is announced by the UAE Govt.
The law gives a limited time to leave the UAE for whoever worked without an employment visa. My brother also left the UAE in time without delay as per the UAE Law.
In the airport, they stamped as a 1-year ban on his passport. So again I am trying to apply to a visit visa after 12 years.
I want to know if he can come back on a visit or not.

كما ذكرت، كان الحرمان لمدة عام واحد فقط لذلك لا أرى أي مشكلة في عودة أخيك إلى البلاد الآن حيث أنه من الواضح أن فترة الحرمان قد انتهت.
يمكنك تقديم طلب للحصول على تأشيرة زيارة جديدة وإذا كانت هناك مشكلة، سيتم رفض التأشيرة.
